Lebanon Snapshot
- $100M+ potential future program over the next five years. Design work at Beirut Naval Base,
Hamat AB, and the Aqoura National Training & Operations Center (ANTOC).
Kuwait Snapshot -
An active $890M design and construction program and $4B in potential future work consisting
of primarily Foreign Military Sales (FMS) but also Military Construction (MILCON which
includes the Energy Resilience and Conservation Investment Program (ERCIP)), Operations &
Maintenance (O&M), and Defense Cooperation Agreement (DCA) programs.
USACE Transatlantic Expeditionary District (CETAE) is responsible for overall execution of the
Kuwait program. The USACE Middle East District (CETAM) manages the Kuwait FMS part of
the program.

Saudi Snapshot - The Saudi Program is in a steady state with a $1.57B total program and $596.8M in
construction.
TAM and MDA continue to develop the construction support for the THAAD program. We expect the first
THAAD construction contracts let by RSADF before the end of this calendar year.
The RSLFAC program is currently being repackaged for multiple awards after the recent termination, with
the first award expected in July 2024. RSLFAC Phase II funding is expected after the Phase I re-awards.
TAM continues to develop new work with CBRN Defense Laboratories and other Ministry of Defense
agencies.

Egypt continues to steadily maintain and slowly grow their program. Most Egypt contracts
are sole sourced at the HN direction (particularly the service contracts), but the CH-47 and
other programs should offer new reasonably sized F&O construction opportunities.
The Kuwait O&M services program has had multiple new O&M requirements officially
authorized and acquisition efforts have begun on a combined $80M in new IDIQ contracts
which will be solicited using full & open competition.
The Qatar O&M services program is poised to grow as well, but open competition
opportunities may continue to be limited.
TAM is currently in the process of competing and re-competing significantly sized IDIQs for
professional services, including the new A-E Design MATOC as well as other A-E and
construction oversight support contracts.

Overview The Israel FMS Program
supports U.S. foreign policy and regional
security goals by enabling Israel to
improve their defense capabilities and
work toward common security goals while
cementing cooperative bilateral military
relationships and enhancing
interoperability with U.S. forces. Projects
range from military facilities to
infrastructure.
History – The U.S. Army Corps of
Engineers has been involved in
construction in Israel since the 1979 Camp
David Accords called for construction of
facilities to replace ones vacated in the
agreement.
Execution:
$1.2B in total active Letters of Offer and
Acceptance (LOAs).
$100M average annual awards.
Currently 5 projects in construction
