GUIDANCE FOR WVBE POLICY 3234, SECTION 11
126-73-11. Approval of Alternatives
The revisions to WVBE Policy 3234, School Calendar, specifically Section 11 are a result of HB 2377,
a bill charging counties and schools to rethink the way time is utilized to address student and adult
learning during the school year and within the individual school schedule. WVBE Policy 3234, Section
11 of School Calendar provides flexibility to district leaders, principals, and teacher leaders as they
plan their school year and schedule. The intent of the policy is to ensure the needs of the people who
are served by the school are addressed and implemented at the local level.
Section 11
What It Means to School Leaders,
Teachers, and Students
11. 1 Pursuant to W. Va. Code §18-2-5, the WVBE
may approve certain alternatives with respect
to instructional time proposed by a county
board or school that meet the spirit and intent
of applicable statutes and are intended solely
to optimize student learning.
The WVBE can approve proposals to change
the school calendar or the individual school
schedule on per county or per school basis.
One size does not fit all, and this ensures
counties can adjust the calendar and schools
can adjust the schedule to benefit the
students and the community.
11. 2 Successful schools are distinguishable from
unsuccessful schools by the frequency
and extent to which teachers discuss
professional practices, collectively design
materials, and inform and critique each other
through collaborative planning, examination
of student data, and participation in high
quality professional learning experiences.
To achieve this result, the WVBE must have
reasonable discretion to balance the local
autonomy and flexibility needed by schools to
deliver a thorough and efficient education as
evidenced in a proposal that includes:
Schools benefit when teachers have time
to meet and learn from their peers, plan
lessons together, and help each other build
their teaching practice. Examination of
student data and formative assessment of
practice and student performance ensures
a continual cycle of improvement within
the individual school. The WVBE provides
flexibility through reimagined time to serve
the needs of individual schools by supporting
reasonable and collaborative changes to
school schedules.
11.2.a sufficient time within the instructional term to
promote the improvement of instruction and
instructional practices;
Schools have the ability to adjust their
schedules to accommodate professional
learning within the school day to improve
teaching and learning.
11.2.b school-level determination of alternatives
affecting time within the school day that
provide teachers with:
Decisions can be made by individual
schools to change their schedule without
a simultaneous county-wide alteration of
schedule. This ensures all schools are
planning what serves the needs of their
student population in the most effective
manner.
11.2.b.1 sufficient planning time to develop engaging,
differentiated instruction for all students in all
classes, and
Local school administrators and teacher
leadership can collaboratively work to
develop schedules wherein teachers have
time to plan lessons that engage all students
and allow for personalization of education.
11.2.b.2 collaborative time for teachers to undertake
and sustain instructional improvement.
Local school administrators and teacher
leadership collaboratively work to develop
professional learning experiences that
support the school improvement process and
address the requirements of WVBE Policy
5500, Professional Learning for West Virginia
Educators and WVBE Policy 4310, Educator
Evaluation.
